oil sample dielectric test gives the insulation rupture
voltage at 26 kv. is this transformer safe to be operated .
The working voltage is 11 kv

40 KV is the minimum value required. You need not panic.
Measure the BDV again after 15 days. If there is drop ,oil
filtering is to be done at the earliest
