35kA then is it necessary to have outgoing breaker kA rating
to be equal to busbar kA rating?

yes, whatever fault current rating that we are maintaining
for the Incomer breaker same has to be maintained for
outgoing breaker also unless there is a stepdown
transformer in line. Because the fault level is calculated
on the basis of actual load of the substation that it is
going to carry out, so it is suggested that we have to use
the same KA ratiing for Incomer as well as the Outgoing
breaker.
