responsibility of the Test Lead? Why we report a bug to the
test lead???

Test Lead can assign the severity not the priority to a bug
Priority would be assigned by dev.
Test lead can aslo check the root cause of the bug to
verify that bug is genuine..and then further assign it to
concern dev person
