Whose responsibility is to create condition records,output
type ,output determination,condition table ,access sequence?
that is i want to know whether its a technical or functional
consultants responsibility ?

This is basically functional consultant's responsibility why because while maintaining condtio records, it will ask for various combination like vendor/purch.org, vendor/plant/purch.org and so on...so they must be know for which combination output should determine when saving any application.
