11kv to 430v. can we direct step down 33v to 430.v.

IN PAST MANY OF TIMES WE USE 33/.430 KV S/S
BUT IT IS VERY EXPENSIVE SO WE USE 11/.430 S/S FOR EASY
COST AND TRANSPORTATION
