It is not a logical business process to copy inquiry to
many Quotation. It should not be. But if any body wants he
can do it by changing the completion rule.

I have created value contract with order type WK1 in VA41. The target value is 500 USD and the net price is 1000 USD. There was no pop up message or error thrown while saving the contract when the net price exceeded the target value. And the system allowed to save the contract.
