The answer to this also depend on the project size as well.
If the development of the project is happening in another
company and testing in another or the project size is too
vast then
Tester --> Teamlead --> Test Manager -->Project Manager --
>Developer
If the project size is small then
Tester --> Teamlead -->Developer
