both the factors are involved..
(voltage:is the terminal difference between two points.)
when human touch the wire,point of touching is the point1.
and the ground on which he is standing is point 2.so voltage
difference is present
current will flow through it...
current will always flow when voltage difference is present...
the more and more voltage difference more u get
shocked...........
