Let the fuel consumed while coming up be X,
so,
while going the fuel consumed is(X+(X+1/4x)),
(X+(X+1/4x))=4.5
X(1+1+1/4)=4.5
X(9/4)=4.5
X=18/9
X=2.
so, the fuel consumed while coming up is 2gallons.
