can we light the mercury vapour (tube light)with out a
1).starter and 2).choke in our homes if yes explain how?

we can light the tube light without starter by using tester.
(How:disconnect the starter from the circuit,then short
&open the terminals of the circuit rapidly using tester
carefully).
BUT,
we can't light the tubelight without choke.Because it is
needed to create high voltage across terminals of the tube
light for electronic emission.
