with out wss we can use sharepoint server and develop the
websites and subsites is it possible to develop the sites?

yes u can by using Infopath from ms-Office package but once
page is developed u can use that web page for another new
webpage a template :) But u can go with modifications on
same page. that's the hard part of it.
