Can SAP patches be installed when other users are online?

Your question has two parts.
1. Can we install when users are logged in? The answer is
YES, as technically system is up and running
2. Would you recommend applying when users are on the
system? The answer is NO for below reasons -
a. Users can lock ABAP objects, which support pack is
attempting to modify.
b. Possible transaction data corruption due to dumped
tarnsactions dur to update of objects on the fly while
applying support packs
c. Possible batch job failures due to object changes
d. Support pack application takes longer time due to
possible object locks
The below is the best practice scenario:
a. Request down time from business and IT
b. Schedule downtime
c. Lock all users except Basis
d. Apply support packs
e. Ask Dev team to review SPAU and apply required changes
via tested transports
f. Ask IT/business teams to confirm identified/sample
business process changes
g. Unlock users locked above
h. Release system to business users
