What should be the voltage between Neutral and Ground in
secondary side of the step down transformer (230 V to 110 V)
with no load condition?

It should be zero. In power plant and substaton thay
maintain less then 1 ohm of earth resistence. So, to reduce
the voltae drop the neutral and body earth shold be perfect.
