Its is a system intension of movement.

It is created when any stock is to be moved around the
system, either by a picker, putaway, or soemtimes by the
system.

When picking, a TO is created as an intension to move stock
from its present location, to the advice note. This can
either be confirmed manually, at the begining or end. Or in
more advanced situtaions, on a line by line as the order is
being picked.

The TO can be cancelled and altered, until it is confirmed.

When doing putaway, a TO tends to contain a single line, as
when the stock is putaway, a TO is created to allow the
stock to show on the shelf.

The system also uses TO's as a way of altering settings. ie
if something is blocked, it will show as a movement to TR-
ZONE then back from TR-ZONE. This is SAP's way of altering
the stock.

Once a TO has being created, the stock on the TO will no
longer show as free-stock, as there is an intension to move
it.

TO's can be confirmed as they are created, or on a line by
line basis.

Sorry for being confussing, but its the simplest way I can
think of right now.
