I think you are talking about cenvat utilization or service
tax utilization.
cenvat utilization: prerequisite
excise invoice must be posted to know the CENVAT payable
amount.
process: if you want to pay this amount from cenvat credit
in RG23A/PLA follw the menu paths
country india user menu>indirect tax>sales>outbound
movement>fortnightlly payment.
