why we can choose induction machine in wind mill? why can`t
use synchronous machine?

It all depends on the connection to the grid. Synchronous
machines can be used as well, but they have to be decoupled
by power electronics to adapt the frequencies of the wind
voltage and current to the grid voltage. Induction machines
are very reliable and there is less maintenance expected. So
the answer would be: We could use the syn. machine, but the
distribution system would have to be built on different
considerations, which might be more costly.
