have already been approved and a PSU is requesting initial
deposit for mobilization of the construction work.

Yes tax is deducted at source in the form of works contract
tax,income tax,surcharge on income tax,educational cess
etc. through running account bills of running tender for
which approval has been taken and contract has been awarded
