AS HI POT TEST IS CONDUCTED IN DC, 25 KV SHOULD APPLY TO
THE 33 KV CABLE
BECAUSE
33KV X 0.707(RMS VALUE TO AVG VALUE CONVERSION) = 25KV(OPPR)
