Cause: A stale materialized view cannot be used for query
rewrite when the query rewrite integrity mode is set to
ENFORCED.
Action: Refresh the materialized view or alter the rewrite
integrity mode with ALTER SESSION QUERY_REWRITE_INTEGRITY =
STALE TOLERATED command.
