NZE-28859: SSL negotiation failure

Cause: An error occurred during the negotiation between two
processes as part of the SSL protocol. This error will occur
if the two sides to the connection do not support a common
cipher suite.
Action: Configure each process so they support a common
cipher suite. Then attempt the connection again. If error
occurs again enable Oracle Net tracing and attempt the
connection again. Then contact Oracle customer support with
the trace output.
