Cause: User attempted to UPDATE BLOCK REFERENCES on a
partitioned index using ALTER INDEX UPDATE BLOCK REFERENCES
statement, which is illegal.
Action: Issue a partition level operation with ALTER INDEX
.. PARTITION .. UPDATE BLOCK REFERENCES
