Cause: Operation which is only applicable to permanent,
online, locally-managed tablespaces is specified for a
tablespace which is either dictionary-managed, offline or
temporary
Action: Reissue operation for a different tablespace, mount
the tablespace or do not issue it at all, since it does not
apply for the given tablespace
