ORA-24009: invalid value string, QUEUE_TYPE should be
NORMAL_QUEUE or EXCEPTION_QUEUE

Cause: Invalid queue type parameter
Action: Valid values are NORMAL_QUEUE for normal queue and
EXCEPTION_QUEUE for exception queue.
