Cause: Attempt to use a duration not valid for this function.
Action: Use a valid duration - a previously created user
duration or OCI_DURATION_STATEMENT or OCI_DURATION_SESSION.
For callout duration or external procedure duration, use
OCIExtProcAllocCallMemory.
