Tested one thing.

While primary and standby both are running, both configured
to use SPFILE and if manually rename SPFILE of primary to
something else, DGMGRL will give this error. Then renaming
back SPFILE properly solves this isssue.

database may not be open or mounted.

Action: Check Data Guard broker log for more details.
