To create a shortcut or link to a file in Windows:
1. Right-click on the file.
2. Select 'Create Shortcut' from the context menu.
3. Right-click on the created shortcut and select 'Properties'.
4. In the Properties window, copy the location of the file and paste it into the 'Target' field.
5. Change the name of the shortcut if desired.
6. Click 'OK' to save the changes.
