Yes, Hotmail and Outlook are essentially the same service. After Hotmail was rebranded as Outlook in 2013, all existing Hotmail accounts were automatically converted to Outlook.com. So, even though you may still see references to Hotmail, for practical purposes, they both refer to the same service.
