Users can create custom alarms for specific RDS metrics using CloudWatch. To do this, you need to navigate to the RDS instance in the AWS Management Console, go to the Monitoring tab, and select Alarm Configuration. From there, you can choose a metric, set a threshold, and configure the notification options such as SNS topic or email.
