To access a running RDS instance, you can use a database client (such as pgAdmin for PostgreSQL or MySQL Workbench for MySQL) and connect to the instance using the appropriate credentials (DB username, password, hostname, port number, etc.). Make sure that your security group settings allow inbound traffic from your source IP address or range.
