The Blur Tool in Adobe Photoshop is used to soften the edges and reduce the sharpness of an image. It creates a Gaussian blur effect, which can help to draw attention to a specific area or to smooth out a rough or grainy image. To access the Blur Tool, go to the Tools panel and click on it (the icon looks like a drop of water). The shortcut key for the Blur Tool is 'R'. When you select the tool, you can choose between three modes: Luminance (blurs based on the brightness of pixels), Depth (blurs based on color information), and Normal (blurs based on both brightness and color information).
