hi i have completed bca bachelar in computer application i have scored 7 bands in ielts and wish to do master degree in usa am i eligible for it.

Does the letter of invitation have to be addressed to her or the consulate office? Does the letter have to be notarized as I can't see anything about that in the New York office where she will be applying?
