less protocol, then how TCP guarantees the delivery of
packet to the destination?

TCP work on Transport layer and IP work on Network Layer.
Both Layers has different function, where Network layer
work as routing protocol and Transport Layer work as error
recovery/acknowledgement. Please read the OSI model.
