who is given the seviarity and who is given the priarity

Tester have the full control with assigning the "Seviarity"
and "Priority" and developer will have the control with the
Status of the defect like tester assigned as "New"
or "Open" and only developer can change this status
has "Resolved" or "Fixed" and again tester will retest the
same and if it closed will close the defect else "Re-open".
