charge flow is called current. the current will flow
through the conductor only if the onductor has pottential
difference. Here since the bird is sitting with its legs on
the same line the potential difference across the bird is
zero.(both legs are at the same potential).Charge will flow
only with potential differnce . So n current flows in this
case...... This is called equipotent surface....
