Flex 3 is an older version of Adobe's Flash-based framework for building rich internet applications (RIAs). Flex 4, on the other hand, is the upgraded version that focuses more on performance improvements, a new skinning engine (Spark), and better integration with Adobe AIR for mobile app development.
