In Drupal 8, you can create a vocabulary (a collection of terms) and terms under that vocabulary. To create a vocabulary, navigate to Admin > Configuration > Content authoring > Taxonomy. Then, click 'Add Vocabulary' and fill in the necessary details. To add terms, go to Manage > Vocabularies > [Vocabulary Name] > Terms.
