What case you don't see plugin menu?

The Plugin menu might not appear in the WordPress dashboard if a plugin is deactivated or the user does not have sufficient permissions to access plugins. To ensure the Plugin menu is visible, make sure the user has 'Manage Plugins' capability and that at least one plugin is activated.
