Test Estimation is nothing but Manhours needed to complete
testing. It depends on
The complexity of the project.
No. of resouces available.
Resoure exeperience.
Dead line of the project.
And all other risks on the project will decide the Test
Extimation. Generely high level people (PL,TL) will do this
work.
