Struts and Spring are both Java web frameworks but have different focuses. Struts primarily focuses on building MVC architectures, handling form submissions, and providing a default set of validators. Spring, on the other hand, is more comprehensive, providing support for IoC (Inversion of Control), AOP (Aspect-Oriented Programming), and has robust data access layers (JDBC, JPA, Hibernate).
