Why does a pure semiconductor behave like an insulator at absolute zero temperature?

At absolute zero, all electrons occupy the lowest energy levels. In a pure semiconductor, both valence band and conduction band are fully filled or empty, leaving no free charge carriers for electricity to flow through, making it behave like an insulator.
