Cause: The current database has has not be created or
upgraded to support Java stored procedures. Summary Advisor
requires Java stored procedures.

Action: Log into the database with SYSDBA privileges.
Execute the INITJVM.SQL script which is found in the ORACLE
home directory under JAVAVM. Next, execute the INITQSMA.SQL
script found in the ADMIN directory under the ORACLE home.
