PLS-00738: REF target string changed during compilation

Cause: The current unit contains a REF to a target object.
During compilation, the REF's target object was
simultaneously changed by a different session. The current
unit is therefore invalid and needs to be recompiled to pick
up the latest definition of the REF target.
Action: Recompile the unit that has this error.
