Cause: An attempt was made to instantiate a type that is
defined as NOT INSTANTIABLE.

Action: Avoid instantiating variables of this NOT
INSTANTIABLE type, instead derive an INSTANTIABLE subtype
from it and instantiate variables of the subtype.
