Cause: Repeatable subprogram can neither read database state
(RNDS), write database state (WNDS), read package state
(RNPS), nor write package state (WNPS).

Action: make the subprogram to be RNDS, WNDS, RNPS, and WNPS
or delete REPEATABLE
