What are the reasons that cookie server can’t handle multiple connections?

The primary reason a cookie server may not be able to handle multiple connections is due to the way cookies are designed. Cookies are stored on the client-side and sent back to the server with each request. Since there can only be one active HTTP session between a client and server at any given time, the cookie server must wait for the current session to complete before it can handle another connection.
