In Salesforce, 'WhatID' is a unique identifier of the record that an action or relationship is related to. It is used when a record needs to be referred by another record, such as a parent record having a Child Relationship with another record. On the other hand, 'WhoID' is a specific type of WhatID which represents the ID of the user who owns or performs an action on a record.
