Cause: An informational message written to the log file when
the server has been forced to load from its most recent
configuration checkpoint file, by setting the
names.no_region_database parameter to TRUE.

When i am connect database through toad,one error occured. ORA-12514: TNS:listener does not currently know of service requested in connect descriptor. plz help me thanks advance.............
