No, web APIs called using JavaScript will not work from Outlook in offline mode because APIs require internet connectivity. However, you can use Microsoft Graph API's Offline Access feature to allow Outlook clients (including Outlook on the web and Outlook for Windows and Mac) to work offline by synchronizing data before going offline.
