Stopping an instance temporarily shuts it down, preserving its state, including the operating system, applications, and any data on EBS-backed volumes. The hourly cost for stopped instances is significantly reduced compared to running instances. In contrast, Terminating an instance permanently deletes all associated data on EBS-backed volumes. The terminated instances cannot be recovered.
