If a user launches a standby rds instance, can or not it’s within the same convenience zone as the primary?

Yes, a user can launch a standby RDS instance within the same availability zone (AZ) or different AZs that are part of the same region as the primary RDS instance. Having the standby and primary instances in the same availability zone can improve recovery time in case of failure.
